Surveillance & Control of other TELCOS

The evolution in the world of telecommunications and the increasing competition in this market have led to a rapid growth in international traffic simple resale (ISR).

ISR is the type of telephone fraud that currently accounts for the greatest quantity in losses. Ignoring the agreements between telephone companies, a received long distance call is deviated and introduced into your network as a local call. This means that the international accounting rate per minute will not be 88declared and your company receives only the amount for a local call. According to statistical studies, between 40% and 60% of the total international calls received in your network are introduced in this way. Taking this into consideration, it is simple to estimate the amount of annual losses, in dollars, this activity costs you.

With the experience it has acquired through the years as an international traffic, antifraud solution developer, Cibertec has taken on this challenge with its SCOT system: Surveillance & Control of Other Telcos.

SCOT Overview

The SCOT system is flexible and scalable and provides you with the protection that your network needs against unfair local network operators, who declare long distance and international traffic as local. The SCOT system captures those numbers and blocks them in real time, thus minimizing the losses that such calls cost your network.

SCOT Benefits

The SCOT solution benefits the Telephone Companies in their business approach:

  • Stop international simple resale fraud.
  • Increase your profits by controlling and decreasing those international calls that are declared as local.
  • Flexible and scalable architecture that allows:
    • Adaptation for introduction of new services.
    • Operational growth with increased customers.
  • Real time call analysis.
  • Real time call release in fraud cases (BK7 module).
  • Aids in the making of business decisions through intuitive and easy to use reporting tools.
  • Maximize current revenues by renegotiating your agreements with interconnecting Telcos based on your network analysis.
  • Minimize the detection time of fraud cases.
  • Protect your revenue.
  • Control what is going on in your PSTN.

SCOT Features

The SCOT system is the next generation after the ITSS, and is fully design for local network use. With SCOT, Cibertec improved the system capacity.

Detection: Our call tracing system, "ISR Automatic Detection System", offers the complete activity detail of the numbers used to introduce the fraudulent calls. This system, along with the CDR analysis incorporated into it, allows it to selectively act on traffic coming from other local networks. Our High Density Data Link Collector in the interconnection points makes the system very profitable.

Control: This solution incorporates our exclusive function: Selective call releasing (BK7). It allows the release of any call coming from numbers outside the numbering plan, identified as fraudulent, or any type of illegal activity. Select a blocking schedule, block a percentage of calls or completely impede communication from each one of the fraudulent numbers.

Report: Receive automatically by e-mail, or consult on-line, complete reports that calculate the financial losses caused by the fraudulent traffic introduced by other Telcos.  Likewise, the historical reports will allow you to track the recovered profit from the date our system was installed.

Our user-friendly report interface allows you to obtain the reports in the format that you wish, as well as automate the sending of those reports to anyone interested within your company. Also, our support team will always be available for any new type of report or feature that is desired while the equipment is in use.

Administration: Cibertec's equipment features a centralized administration system where all alarm, statistic and status information of the network is collected for simple maintenance tasks. An easy program interface allows automation for urgent and routine notifications that you may want via e-mail, SMS or by other means.

Hardware Architecture: The SCOT system is based on the combination of Cibertecs own hardware design and client-server HW architecture. The information is collected from the SS7 signaling using the R-Tip SS7 probes develop by Cibertec. It is stored temporarily for pre-analysis in the Traffic Server. Later on it is transferred to the Report Server, which is the final destination of the data and from where the user's PC will connect to acquire the information. Another important feature of SCOT is the BK7 module, which is used to release calls from an identified exchange.  With this unit the SCOT system has the capability of blocking all those calls that are declared as fraudulent. The system has the feature of real time action against ISR.

Software Architecture: The software architecture is based on Microsoft Windows 2000 (server and professional) operating system. Cibertec has developed a series of applications that control and manage the entire system. These applications can be divided into modules:

a) Controller Module: This module is composed of the Controller, Software developed by Cibertec. It has the capability to collect, analyze and control the calls that are passing through the SS7 links. It is fully managed by Web or Telnet. Its client-server architecture makes it very flexible and scalable. Its SS7 Message Signaling Unit Router (SS7 MSU Router) gives the controller the feature to transmit and receive, over TCP/IP, those SS7 messages that are required to complete the full signaling information flow associated with each call.

b) Database Module: This module is composed of the SQL 2000 Server and the DBSonda database, fully designed by Cibertec. This database stores all those calls consider as fraudulent, as well as the information needed to configure the system.

c) BK7 Module: This module is in charge of blocking or releasing the calls from the exchange as soon as it receives the signal to terminate from the Controller, based on selective criteria. The BK7 works over SS7 signaling, thus it is not dependent on the exchange type (Alcatel, Nortel, Lucent, Siemens, Ericcson, etc).

d) Management and Reporting Module: This module is composed of the Configuration Utility and the SCOT Reporting Tool. With the Configuration Utility, the user has the possibility of configuring every single feature of the system. Routes, Carriers, SPCs, Blocking Numbers, etc are some of the features that you can configure and control. With the SCOT Reporting tool, the user has the capability of generating reports that calculate the financial losses caused by the fraudulent traffic introduced by other Telcos.  Likewise, the historical reports will allow you to track the recovered profit from the date our system was installed. Its user-friendly report interface gives you the possibility to obtain reports in the format that you wish, as well as sending those reports automatically to anyone interested within your company.

Cibertec solution helps you to identify and stop revenue leaks. Its flexible and scalable system is designed to protect your network against those trying to steal your traffic. The Cibertec System will quickly reduce your losses and increase your revenues.
